Okay, so a classic antiSemitic trope is that that of the 'new world order' where Jews secretly control the world through shadowy secret meetings and something something bankers.
This was first pulled together in cohesive form in the book 'Protocols of the Elders of Zion' over a hundred years ago.
The picture is from DAVOS, which was a meeting of hundreds of world leaders.
Is the guy actually Jewish? I'm guessing yes, but the may have just taken a convenient image.
In any case, someone defending the cartoon would say that it's commenting on how all the 'elites' are gathered at DAVOS to decide how to run to run the world. It's just coincidence that that commentary uses anti-semitic tropes, right?
I believe that's Zelenskyy, the Ukraine president? (who is Jewish, afaik, but I guess one would need to see the context where the image was posted to see whether this was about being Jewish or about being the president of Ukraine)

In the cartoon the guy is not a picture on a slide show but 'the big boss in the background' for a round table meeting.
In the cartoon he's given a very prominent hooked nose, jowls, brow ridge, and sticking out ears. All common parts of 'evil Jew' stereotypes
