Given the characteristics that public administrations have around EU, maybe you guys can push a program to have at least 1 ambassador on each municipality. In Spain there are 8k. Imagine the tremendous network that could become. Every FLOSS enthusiast as ambassador in/towards their home town... I assume you have already thought about this. Still....
