Indagini sulla responsabilità dei crimini di guerra in Tigray ancora in corso
Percorso ed indagini dell’ International Commission of Human Rights Experts on Ethiopia – ICHREE che per il Tigray non si sono ancora concluse. Il governo etiope ha fatto vari tentativi di bloccare il mandato della Commissione di investigazione sui crimini in Tigray.
“Il 18 agosto 2023, più di 4.000 persone di etnia tigrina sono state arbitrariamente detenute nel #Tigray occidentale. Le autorità di Amhara e le forze di sicurezza hanno radunato oltre quattromila tigrini innocenti rimasti nel Tigray occidentale occupato e li hanno tenuti in celle e prigioni sovraffollate. Secondo le nostre fonti dal Tigray occidentale, 1.200 detenuti sono detenuti ad #Adebay, 130 ad #AdiGoshu, 2.000 a #Humera, 300 a #Rawyan e 500 nelle carceri e nei centri di detenzione di #Baeker. Tra i detenuti nelle celle e nelle carceri sovraffollate sono bambini vulnerabili, madri incinte e anziani. Sono stati arrestati perché tigrini, contrari all’occupazione di Amhara e sospettati di condividere informazioni con persone al di fuori del Tigray occidentale. Alcuni vengono trattenuti per un paio di giorni mentre altri languiscono lì per anni. Ci è stato anche detto che in questi luoghi di detenzione la tortura e la violenza sessuale contro i detenuti sono una routine. Da quando è iniziata la guerra dell’#Etiopia contro il #Tigray nel novembre 2020, il Tigray occidentale è stato il luogo delle peggiori atrocità tra cui massacri, bombardamenti indiscriminati, saccheggi, espulsione forzata su larga scala e stupro sistematico. Il 20 marzo 2023 il segretario di stato americano @SecBlinken ha stabilito che è stata commessa pulizia etnica nel #WesternTigray. Ma nessuna azione significativa è stata intrapresa contro i responsabili dei crimini. Il 22 aprile HRW e Amnesty hanno anche riferito che “le forze che controllano la zona del Tigray occidentale, con il sostegno e la complicità delle forze etiopi ed eritree, hanno condotto una prolungata campagna di pulizia etnica contro i residenti del Tigray nell’area.”
Siamo molto preoccupati per il deterioramento della situazione dei diritti umani in alcune regioni dell’Etiopia.
Nella regione di Amhara, in seguito al divamparsi degli scontri tra i militari etiopi e le milizie regionali di Fano, e alla dichiarazione dello stato di emergenza il 4 agosto, la situazione è notevolmente peggiorata.
da luglio sono almeno 183 le persone uccise negli scontri.
segnalazioni secondo cui più di 1.000 persone sono state arrestate in tutta l’Etiopia in base a questa legge. Molti degli arrestati sarebbero giovani di etnia Amhara sospettati di essere tifosi di Fano.
arrestati almeno tre giornalisti etiopi che si occupavano della situazione nella regione di Amhara. Secondo quanto riferito, i detenuti sono stati collocati in centri di detenzione improvvisati privi di servizi di base.
almeno 250 cittadini di etnia tigrina sarebbero stati detenuti nell’area contesa del Tigray occidentale.
Tra le continue accuse di violazioni e abusi dei diritti umani, anche la situazione in Oromia è preoccupante.
Un appello congiunto di varie agenzie (quasi nella totalità di origini africane) del 23 febbraio 2023, hanno fatto esplicita richiesta agli stati membri e agli osservatori del consiglio dell’ ONU “affinché blocchino gli sforzi dell’Etiopia per porre fine al mandato dell’ICHREE e per confermare il vostro sostegno all’ICHREE e la protezione dell’integrità del Consiglio per i diritti umani e dei suoi organi incaricati.”
L’UE e i suoi membri difenderanno la giustizia in Etiopia?
Venerdì 25 agosto, Laetitia Bader, direttrice di HRW – Human Rights Watch per il Corno d’Africa si chiede se “L’UE e i suoi membri difenderanno la giustizia in Etiopia?”condividendo le sue osservazioni.
“Quando i combattimenti erano al culmine, l’UE ha contribuito a spingere l’ago sulla responsabilità. Ha guidato la creazione della Commissione internazionale di esperti sui diritti umani sull’Etiopia , un’inchiesta indipendente che raccoglie e preserva prove di crimini internazionali per futuri procedimenti giudiziari sotto il Consiglio per i diritti umani delle Nazioni Unite.
Con il rinnovo della commissione in discussione al Consiglio per i diritti umani di settembre, non è ancora chiaro se l’UE e i suoi Stati membri continueranno a sostenere le indagini cruciali. Oppure, invece, cercare relazioni più fluide e accettare le misure di responsabilità dell’Etiopia, in gran parte di facciata, che difficilmente garantiranno l’accesso delle vittime a una giustizia credibile.”
Lo stesso giorno GCR2P – Global Centre for the Responsibility to Protect pubblica una lettera congiunta con oggetto “Preoccupazioni per la cessazione anticipata della Commissione d’inchiesta sulla situazione nella regione del Tigray della Repubblica Federale d’Etiopia”
“Questa politica trascura in modo preoccupante la necessità di ottenere l’approvazione delle vittime, delle comunità direttamente colpite, delle principali parti interessate e dei rappresentanti dei punti caldi delle guerre e delle atrocità, in particolare nel Tigray”
E chiosa:
“Il sistema giudiziario etiope è palesemente privo dell’indipendenza, dell’imparzialità, della capacità e persino della giurisdizione necessarie riguardo alle atrocità commesse dal governo eritreo, necessarie per garantire la responsabilità degli attori statali e delle forze di sicurezza”
Concludendo:
“La dichiarazione congiunta chiede alla comunità internazionale, in particolare ai membri del Consiglio di Sicurezza dell’ONU e del Consiglio per i Diritti Umani, di estendere ed espandere il mandato dell’ICHREE. “Crediamo che l’ICHREE sia posizionata in modo unico e meglio attrezzata per stabilire in modo indipendente e imparziale la verità globale, date le limitazioni locali e la mancanza di fiducia nei meccanismi nazionali”
A conferma di tale preoccupazione c’è la notizia diffusa da Africa Intelligence che riporta:
“Infelssibile alle critiche, il governo federale continua le sue consultazioni a livello nazionale sulla giustizia di transizione. Il gruppo di lavoro di esperti sulla giustizia di transizione etiope ha inviato una delegazione in Tigray, a Mekelle, Shire, Adigrat, Maichew e Axum all’inizio di questo mese. Durante gli incontri il gruppo è stato accusato dall’ elite tigrina, tra l’altro, di mancanza di inclusività.“
Lunedì 28 agosto 2023 il Dipartimento di Stato Americano segnala che l’inviato speciale degli Stati Uniti per il Corno d’Africa Mike Hammer si recherà a Nairobi, Kenya, e Addis Abeba, Etiopia, dal 28 agosto all’8 settembre, dove incontrerà funzionari kenioti ed etiopi, l’Unione africana, l’Autorità intergovernativa per lo sviluppo e altri partner internazionali.
Discuterà della crisi in corso in Sudan e degli sforzi regionali e internazionali per porre fine alla violenza, stabilire un governo democratico e sostenere la giustizia e la responsabilità.
In Etiopia, discuterà anche dell’attuazione continua dell’accordo sulla cessazione delle ostilità, nonché solleciterà la protezione dei civili e una risoluzione negoziata dei conflitti in corso nelle regioni di Amhara e Oromia.
Un palliativo diplomatico per rassicurare l’opinione pubblica che gli USA stanno dalla parte della risoluzione pacifica, ma subordinata alla tutela degli accordi e soprattutto delle loro risorse in gioco.
USA ed Europa, da ormai più di 2 anni dallo scoppio della guerra genocida in Tigray, si sono dimostrati bravi a condividere comunicati di preoccupazione diplomatica, nel contempo stando attenti a non compromettere la loro posizione negli accordi pregressi e per quelli futuri con il Paese Etiopia.
I leaders del così detto occidente continuano ad attendere i momenti più propizi in tutela delle risorse riservate in Etiopia. Basti pensare ai numerosi appelli della diaspora tigrina mai accolti o corrisposti, o dei finanziamenti del governo Meloni, pari a 182 milioni per i prossimi 3 anni che sono come briciole per il supporto e lo sviluppo economico dela filiera agro alimentare e del caffé per gli etiopi.
Un caffé macchiato con un po’ di neo colonialismo
La schiavitù economica dell’ Africa mascherata da progetti di sviluppo e cooperazione internazionale.
Il caso Italia Etiopia e la filiera del caffé
Le grandi aziende italiane del caffè nel 2022 hanno fatturato 5,8 miliardi di euro. La Germania per esempio, che NON è produttore di caffé, ne guadagna 6,8 MLD. Oggi la filiera del caffé, mercato florido, sta aumentando sempre più la sua espansione, con la tendenza di un 10% ogni anno per i prossimi 5.
Il gov. Meloni ha ospitato in Italia il Premier etiope Abiy Ahmed Ali. La premier italiana senza preoccuparsi di chiedere giustizia per le 800.000 vittime della guerra genocida di 2 anni in Tigray, ha fatto all-in siglando accordi con l’Etiopia e la sua filiera agro-alimentare per un valore totale di 182 milioni di Euro per 3 anni (2023/2025): 42 MILIONI dedicanti al comparto del caffé.
Il viaggio successivo della PM Meloni ad abbracciare i bambini ad Addis Abeba, sventolanti il tricolore, è stato pura propaganda per vendere il Piano Mattei per l’Africa agli italiani.
Il business del caffé nel mondo è di 460 MILIARDI di dollari con un aumento del 20% nei prossimi 5 anni.
I produttori di caffé nel mondo ricavano un totale di 25 MILIARDI.
La quota dell’AFRICA è di soli 2,4 MILIARDI. (meno della metà del fatturato italiano)
La strategia di USA ed Europa in tutela delle risorse
A conferma della strategia di tutela delle risorse a discapito dei diritti universali degli individui gli USA hanno bloccato una precedente indagine legale per determinare genocidio in Tigray per dare tempo alla “diplomazia” di fare il suo corso per una risoluzione pacifica tra governo etiope e membri del TPLF: è passato un anno prima che arrivasse l’accordo di tregua, mentre prima e anche dopo sono continuati e stanno continuando violenze ed abusi (anche dello stesso accordo). Crimini come stupri, deviazioni degli aiuti alimentari umanitari e attività di pulizia etnica sul popolo civile tigrino da parte delle forze amhara.
L’approccio che traspare dalla politica estera USA ed Europa è che i progetti di cooperazione con l’Africa possono essere assimilati come elemosina che puzza di attività colonialista fornendo supporto allo sviluppo per i popoli africani, mantenendoli nel contempo in costante stato d’emergenza. Le risorse della ricca Africa sono sempre più contese a livello globale.
La guerra in Tigray, l’instabilità in Amhara e in Oromia non possono essere confermate come proxy war, ma sicuramente sono funzionali ai giochi d’interesse di forze esterne allo stato sovrano etiope, che attendono come avvoltoi l’occasione per arrivare alle risorse e al posizionamento geo politico: sia mai che USA ed Europa al segioto si facciano sfuggire l’egemonia nel Corno d’Africa da Cina e Russia, capofila del BRICS e che hanno accolto recentemente anche l’Etiopia.
In tutto questo contesto giustizia e tutela di diritti e della vita di milioni di persone sono ancora in attesa per lasciare spazio per i giochi di potere dei moderni colonialisti.

Local authorities and Amhara forces in Western Tigray Zone in northern Ethiopia have continued an ethnic cleansing campaign against Tigrayans since the November 2, 2022, truce agreement.
The Ethiopian government should suspend, investigate, and appropriately prosecute security forces and officials implicated in serious rights abuses in Western Tigray.
International law provides that people forcibly removed from their homes have the right to return. However, the current context in Western Tigray is not conducive for voluntary, safe, and dignified returns.
“The November truce in northern Ethiopia has not brought about an end to the ethnic cleansing of Tigrayans in Western Tigray Zone,” said Laetitia Bader, deputy African director at Human Rights Watch. “If the Ethiopian government is really serious about ensuring justice for abuses, then it should stop opposing independent investigations into the atrocities in Western Tigray and hold abusive officials and commanders to account.”
Interviews and testimonies collected by HRW reveal that internally displaced Tigrayans in western Tigray occupied by Amhara forces and former Tigrayan prisoners illegally arrested and detained in inhumane conditions and in abuse of international humanitarian law are still seeking justice for the posthumous violence.
Displacements during the war today have turned into a policy of ethnic replacement by the Amhara, trying to erase the identity of the Tigrinya people in the occupied areas by inducing them to exchange new identity documents with Amahara instead of Tigrinya.
On 6 May 2023 the testimony of Sister Laura, during the dinner of the Amici di Adwa ONLUS, spoke of the constant work of the Salesian mission in Adwa and of the medical and health support for adults and children thanks to the Kidane Mehret hospital, one of the few who have been miraculously active, even if with almost no sanitary materials and medicines for more than 2 years.
The AU did not comment to TigraiTV which released the news, but a source who wished to remain anonymous but briefed on the facts and part of the monitoring team testified that according to him the AU has the information from the publication.

Even today, on the date of publication of this study on June 2, 2023, transparency on objective and updated data on the IDP camps by the international humanitarian agencies in charge is slow.

On 25 May 2023 Eritrean troops in Tigray blocked a mission led by UNOCHA Deputy Chief of Ethiopia consisting of UNOCHA, UNDSS, WHO and other NGOs which were barred from entering Gemhalo village in Tahtay woreda [district] Adiyabo.
The mission was stalled after it traveled 16km from Sheraro around Waela-Nihbi. Eritrean forces are located in Tigray a short distance from Sheraro, occupying five kebeles [neighborhoods] in Tahtay-Adiyabo woreda [district] (source CNN)

Identity card in Amharic as a demographic cleansing and repression of the people of Tigray On the other hand, with regard to the pursuit of justice for all the victims of the genocidal war in Tigray, the USA and Europe have swept the mission of pursuing this goal like dust under the carpet: justice which is the cornerstone towards peace.
In fact, the Pretoria agreement is a very important cessation of hostilities agreement to silence the weapons, but to be considered a stop-gap solution as a truce to recover time in seeking real ways to rebuild Tigray and the society in Ethiopia which is now so flawed that it is not known how many more generations must pass to be able to recover perhaps a minimum of stability.
Several observers have accused this agreement as agreed and instilled at the table by senior US officials who have been passed off as mere observers of the negotiations mediated by the African Union: for some, however, it seems and hypothesizes instead they were the architects of the first drafts of the truce plan and cessation of hostilities.
A not so improbable hypothesis given the world war between the super powers, the cold war between the USA and Russia and all their allies, whose balance is increasingly evident is Africa for its resources.
In fact, the HRW report underlines how:
While the European Union, the United States, and other international partners have said that justice is a priority in Tigray, they are falling short of identifying explicit or concrete benchmarks for accountability for the atrocities against Tigrayans in Western Tigray, despite the near absence of independent investigations there to date, Human Rights Watch said. Instead, since the signing of the truce, many governments have sought a rapprochement with Ethiopian federal authorities rather than seeking tangible progress on accountability. In April, the EU Foreign Affairs Council adopted formal conclusions on its future engagement with Ethiopia but did not address the lack of progress on justice, including in Western Tigray.
If during the genocidal war the Italy of former foreign minister Luigi Di Maio was slow to wait, that of the current Meloni government wasted no time in donating 182 million euros as three-year loans to support stability and economic development in the agro chain Ethiopian food by signing agreements with the Ethiopian government implicated in war crimes and crimes against humanity.
Economic agreements for international cooperation projects are the mask of neo-colonialism which is a transversal dynamic to the political color of the left or right, but a neo-colonial system which uses hard currency to grab the resources of rich Africa subjugated and enslaved by the capitalist system.

The 3 fundamental requests shared by the international community at the beginning of the war since the end of 2020, which appealed to frontline forces, even 7 months after the signing of the Pretoria agreement in November 2022, are still disregarded.

On May 27, 2023 The Reporter reports that Dmytro Kuleba, Foreign Minister of Ukraine visited Morocco, Ethiopia and Rwanda with the aim of building Ukraine’s economic partnerships in Africa, with Ethiopia as one of its most significant trading partners on the continent.
According to the State Statistics Agency of Ukraine, Ukraine and Ethiopia traded $285 million worth of goods and services as of December 31, 2021, with Ukraine importing $7 million and exporting $278 million in the 2021.

He will discuss progress and priorities, including transitional justice efforts and accountability, as well as disarmament, demobilization and reintegration planning, with Ethiopian government officials in #AddisAbaba and the Interim Regional Administration of the Tigray to #Mekele”
People don’t eat money
Economic stability is important for a country’s development, but it is only part of the solution.

“New admissions due to malnutrition is increasing in #AyderHospital. A 28% increament from March to April alone is observed. We call upon humanitarian organizations to resume their services to save life.”

On the same day, news came out that Ethiopian Airlines, the first Ethiopian airline, faces a lawsuit for blocking the travel of Tigrayans. The passengers, reports The Guardian, accuse the airline of refusing to sell tickets to people of the ethnic minority to fly from the regional state of Tigray to Addis Ababa.
While a few days earlier, precisely on May 27, 2023, The Reporterreported that the same Ethiopian airline denounced for acts of ethnic repression was making agreements with the e-commerce giants, the Chinese Alibaba and Amazon:
“Ethiopian Airlines Group is set to launch a cutting-edge global e-commerce enterprise, in partnership with e-commerce giants Alibaba and Amazon, among other collaborators.
Located adjacent to the cargo terminal at Bole International Airport, ET’s e-commerce hub is nearing completion, with a staggering construction cost of USD 50 million.”
On June 1, 2023, the Spanish photographer Ximena Borrazasbrings her direct testimony from Tigray regarding the IDPs and the survival conditions of the internally displaced persons she was able to visit, a cry of denunciation towards the rich West:
“During the two weeks I spent documenting the humanitarian crisis in Tigray, I visited Mekele, Abi Adi, Adwa, Axum and Samre. I interviewed dozens of IDPs in IDP centres and also in hospitals.
One thing that really struck me: the big international NGOs drive around the city in 4×4 vehicles costing more than €40,000, but I don’t know what they are doing there because the reality is that they cut off humanitarian aid supplies four months ago!
The refugee camps are SHAME. They have thousands of people living in subhuman conditions; no electricity, no water, no gas, no toilets, no food, no medicine.
The lucky ones have a miserable old dirty mattress to sleep on, otherwise they have to improvise and build a bed out of stones. I mean, pregnant women, children, babies and old people sleep in these beds!
We have NO FUCKING idea in Europe what it is like to be in need, what it is like to wish for the day to die so as not to suffer any more for not having enough to eat and not having the strength to go out and look for food.
It is very sad to see how for one part of the world there is everything but for the other part of the world, the part that is always in the shadow of the international press, there is nothing.”

In fact among the many “forgotten crises” they are also forgotten by those journalists who have proclaimed themselves champions of justice through articles, updates and analyzes and who in doing so lose even that minimum of credibility.
The diaspora, given the recent violence, criminal choices due to the political will of the food support block, blocks for the occupation of the Eritrean and Amhara forces in Tigray, has decided to organize a demonstration on June 7, 2023 in front of the FAO headquarters in Rome to to reaffirm the call for justice for war victims and to enforce the cessation of hostilities agreement and its points.
