On #SPR as palliative care for the disease of scientific *publishing* without *making public*.
Why do so many European countries grant scientific authors who receive public funding a right of #republication (or #secondarypublication) that allows them to make their work freely available to the public even if they have assigned their copyright to a commercial publisher? Why is *publication* not enough?

We talk a lot about how research is evaluated. But we do not always ask who is entitled to evaluate research and what is the legitimacy (even from the perspective of #openscience) of a system in which evaluation is in the hands of bureaucrats, or government-appointed researchers acting with bureaucratic power. The origin of the question is Italian, but its scope is global.
